MOSCOW CARGO, LLC GOT SUCCESSFULLY AUDITED AND CERTIFIED AS AN RA3

Moscow Cargo, LLC got successfully audited and completed the validation of the terminal with the status of RA3 - Regulated Agent third country.
The RA3 certificate (registration number RU / RA3 / 00005-01) was issued to Moscow Cargo, LLC by the German National Civil Aviation Administration (Luftfahrt-Bundesamt), which also verifies and certifies airports and airlines on behalf of the European Aviation Safety Agency (EASA) ).
Receiving the RA3 certificate confirms that the terminal of Moscow Cargo, LLC fully complies with all aviation security requirements established by the European Union for cargo and mail outbound in or going through the EU countries from the territory of non-EU countries (Implementing Regulation (EU) 2015/1998).
During the audit, the auditors paid special attention to the implementation of a security programme by Moscow Cargo, LLC, which includes measures taken by the handling operator to protect the cargo and preserve its integrity throughout the entire production cycle prior to handing over to the airline. These measures include, but are not limited to, access control to build up / break down areas, control of storage facilities, protection of airfreight from unauthorized access, screening, delivery and acceptance of shipments, security training for all personnel with access to cargo, and control of subcontractors. Moscow Cargo, LLC is the only terminal at Sheremetyevo airport, in which all cargo handling operations from the moment of acceptance for transportation and until loading on board the aircraft take place in the Airport Controlled Area, which excludes unauthorized access to airfreight during ground handling.
Moscow Cargo is the largest validated handling operator in the Russian Federation with RA3 status. The issued certificate is valid until December 29, 2023 and allows new partner airlines of Sheremetyevo airport to get simplified certification and receive the ACC3 status (Air Cargo or Mail Carrier operating into the Union from a Third Country Airport), which is necessary for the transportation of airfreight to EU countries.
The Registered Agent Regime (along with the Known Consignor Regime) was originally introduced by the International Civil Aviation Organization (ICAO) and its Member States to support the implementation of the Air Cargo Secured Supply Chain (ICAO) concept. The concept was developed after the incident with explosives found in two parcels sent to the United States from Yemen by UPS and FedEx courier services on October 29, 2010.
Later the practice became widespread. In particular, since July 1, 2014, in accordance with the EU-approved procedure for ensuring a secure chain of deliveries from third countries (Third Country EU Validated Secure Supply Chain), air transportation of cargo and mail outbound in or going through the EU countries from the territory of countries outside the EU, can only be performed by carriers with confirmed ACC3 status.
